Valley View council unanimously approves claims, infrastructure contracts and new fire promotion rules

On Sept. 10, 2024, the Village of Valley View Council unanimously passed ordinances to pay July and August claims, authorized a telecommunications license for MCI, accepted a low bid for Gleeson Drive repairs, enacted a new Fire Department testing and promotion chapter and approved multiple construction change orders and routine purchases.
The Village of Valley View Council met Sept. 10 and unanimously approved a package of ordinances, resolutions and contract actions covering routine claims, street repairs, public-safety equipment and administrative rules.
Council advanced and passed Ordinance 2024-9-1 and Ordinance 2024-9-2 to pay claims for July and August 2024, respectively. Both measures were advanced under suspension of rules and passed on recorded roll calls noted as five ayes and zero nays. The council also passed Ordinance 2024-9-3, granting MCI Telecommunications Corporation a license to install and operate fiber-optic cable and related equipment within village rights-of-way.
Engineer Peter Sciano read bids for the Gleeson Drive partial-depth pavement repairs and reported that DRS Enterprises submitted the lowest bid at $120,850.00. Council approved Ordinance 2024-9-4 to accept the bid and move forward with the work.
Councilmembers Spieth, Paulson and Wyatt sponsored and the council adopted Ordinance 2024-9-5, enacting new Chapter 249 establishing Fire Department testing and promotion procedures. Fire Chief Mark Papesh thanked the safety committee for its work on the ordinance.
The council also adopted Resolution 2024-9-6, accepting amounts and rates determined by the budget commission and certifying necessary tax levies to the county fiscal officer, and Resolution 2024-9-7, requesting the county fiscal officer advance special-assessment tax revenues collected during 2025; both passed 5–0.
On finance and equipment approvals, the council approved spending $18,000 for the recreation department for referee and scorekeeper fees, equipment and uniforms for the upcoming basketball season. The council also approved Police Chief Niro’s request to purchase a 2025 Ford Interceptor utility vehicle from Montrose Ford at a cost of $45,794.75.
Several construction change orders and contract awards were authorized on engineer recommendation: a change order for Fabrizi Trucking & Paving Co. for the Strathmore/Subgrade undercuts, not to exceed $24,648.00; a change order for Ronyak Paving, Inc. for Canal Road Phase 2 guardrail upgrades, not to exceed $15,150.00; authorization to hire Valley View Cement for concrete pavement repairs on Brockway Drive and Hub Parkway for $56,989.00; and a change order for Catts Construction LLC on the Tinkers Creek Road storm improvements project for up to $21,892.20. All were approved on recorded 5–0 roll-call votes.
Mayor Matt March reported the Lombardo Park monument sign is complete and requested a beautification plan; he said Canal Road projects are nearing completion with an implementation plan expected this fall and noted tornado reporting to the state is complete and the village will pursue state relief. During public comment, resident Dave Bronza asked when the Canal Road and Hathaway Road intersection work will begin; Engineer Sciano said the village has met with the national park and the project is looking like it may happen in 2026.
The meeting concluded with routine committee reports and written department submissions. Council adjourned at 6:55 p.m.
