Members of the Capitol Interpretive Exhibits and Wayfinding Subcommittee discussed plans to remove non‑historic glass gallery panels and install a historically sympathetic bronze railing to improve acoustics and address potential safety concerns.
Zach, the project presenter, told the committee the glass railing is non‑historic and “detracting both from the acoustics as well as the architectural character of the space.” He and the project team showed benchmarking photos from other state capitols and a Kansas installation the team measured in person. Zach said the Kansas example exceeded the modern code minimum by an inch and that their proposed sightline‑constrained railing would rise about 29 inches above the wood cap — above the 26‑inch modern minimum cited in the presentation.
John Hogson, the project acoustician with Avon Acoustics, said the existing glass is a hard, reflective surface that increases reverberation and reduces speech intelligibility. “The railing itself ... does detract ... it’s a ... hard reflective surface and so as sound impinges on that surface it’s going to reflect ... and that leads to a longer reverberation time,” Hogson said, arguing that removing the glass and adding absorbing ceiling materials and gallery absorbers will let sound reach people in the gallery and be absorbed rather than reflected back into the chamber.
Zach also raised structural uncertainty about the current glass system, telling the committee that “the integrity of the railing is questionable” and that the team had not performed an extreme structural analysis to confirm the existing glass meets modern guardrail load expectations. He described a structural detail that would reuse existing steel bracing installed for the glass and add connector plates to anchor a new bronze system into that bracing and the floor.
Committee members pressed on sightline impacts: several seats near columns may experience partial sight obstruction from the increased number of posts. Zach and others noted the obstruction would be limited to one or two seats in certain rows and that the mockup the committee will view on site will help assess the real visual impact. Members repeatedly requested a physical mockup visit before final decisions.
On procurement, Brandon (project staff) said the chamber railing work will be included as an alternate in the broader package so the House and Senate chamber work can be priced separately and added if funding allows. The subcommittee indicated general support for advancing the railing design as part of the acoustic package and for taking the mockups and final documents to the State Building Commission and management council; no formal vote was recorded during the meeting.
What happens next: staff will circulate refined drawings, schedule the chamber mockup walk for committee review, include the chamber railing as alternates in the upcoming bid package, and present the final package to the State Building Commission and management council for further action.
