Versailles administrator reports improved substation bid results, planned outages and upcoming sewer project

Village Administrator Francis delivered an extensive operations and capital update to the council on Oct. 22, outlining recent procurement activity, planned outages, and upcoming construction.
Francis said the major equipment package bid opening for the McGreevey Rd. Substation took place Oct. 16 and that GPD Group is reviewing bids for completeness and compliance. He reported better-than-expected pricing on the large substation transformer, and consultants (Sawvel & Associates) are preparing the financing package. Francis said he has reached out to AMP Member Finance personnel to begin work on a long-term financing option through the Ohio Market Access Program (OMAP), which the village previously used for substation work.
On short-term operations, Francis said a replacement recloser for Circuit #9 at Greenlawn Substation arrived and staff will coordinate a swap during a planned outage around the first of November; during that outage the E. Water St. Substation will serve the village system and Francis said there will be no interruption to customer service.
Francis also told council that the S. Center St. Sanitary Sewer Improvements Project — including PVC lining of existing sanitary mains and manhole coatings to prevent stormwater intrusion — is expected to begin after the start of 2026 with Shinn Bros., Inc. as the contractor and that resident letters and project information will be released in advance.
He also noted ongoing WWTP preventive work (replacement of variable frequency drives) and that AMP Transmission consultants have begun public outreach about planned 69 kV transmission line construction to provide additional interconnections; a large stakeholder meeting is expected in November.
The administrator’s report included additional routine items (street striping completed on recently paved areas; leaf collection underway; Hometown Christmas event planned Nov. 7).
