Versailles council adopts revised planning fee schedule, emergency appropriation and moves forward on cemetery waterline bids

At its Oct. 22 meeting, the Versailles Village Council approved Ordinance No. 25-46 (revised Planning Commission/Board of Zoning Appeals fee schedule), passed an emergency amendment to the 2025 appropriation, and authorized advertising bids for Greenlawn Cemetery Area waterline improvements; several routine permits and scheduling items were also approved.
The Versailles Village Council on Oct. 22 approved a series of administrative and capital actions including a revised fee schedule for planning and zoning applications, an emergency amendment to the village’s 2025 appropriation ordinance, and authorization to advertise bids for a waterline improvement at Greenlawn Cemetery.
Attorney Tom Guillozet read Ordinance No. 25-46 by title for its third and final reading. Mr. Steinbrunner moved to approve the ordinance as read; Mrs. Dieringer seconded the motion, and the council voted all yeas. The ordinance updates fees charged for Planning Commission and Board of Zoning Appeals activities.
Council also approved Ordinance No. 25-54, an amendment to the 2025 Annual Appropriation Ordinance that was read a second and third time by title and adopted with an emergency declaration after a motion by Mr. Paulus and subsequent approval. The council recorded the vote as yeas and carried the measure.
On capital work, the council approved Resolution No. 25-55 authorizing Fiscal Officer Alisha Apple to advertise for bids for the Greenlawn Cemetery Area Waterline Improvements and declaring an emergency to expedite bidding. Mr. Paulus moved to read the resolution for a second and third time and Mr. Steinbrunner moved to approve; the council voted yeas and carried the resolution.
Other actions approved during the meeting included:
• Awarding the Tree Commission’s fall tree purchase to A. Brown & Sons at a one-year-guarantee price of $3,591.50 (motion by Mr. Griesdorn, seconded by Mrs. Dieringer).
• Granting a six-month extension request for sidewalk installation on Lot #996 in Rosecomb Estates Phase I to Jim & Karen Raterman (motion by Mr. Griesdorn, seconded by Ms. Shaffer).
• Approving an electric service agreement discount incentive for the YMCA of Greater Dayton (motion by Mr. Paulus, seconded by Mrs. Dieringer).
• Granting rest-period time to Village Electric Department personnel for emergency repairs following the Oct. 3 power outage (motion by Mrs. Dieringer, seconded by Ms. Shaffer).
Several items were set for later public process: the council accepted a Planning Commission recommendation to schedule two public hearings on Dec. 17, 2025 — at 6:15 p.m. to consider zoning district assignments for properties included in a recent 16.408-acre annexation and at 6:30 p.m. to consider a replacement Village Zoning Code. Both scheduling motions passed.
The meeting included an executive session from 8:04 to 8:44 p.m. to consider personnel matters; upon return, Mayor Todd M. Dammeyer reported that no decisions had been made.
Next procedural steps: the village will advertise for bids on the Greenlawn Cemetery waterline project, and the scheduled Dec. 17 public hearings will provide community notice and an opportunity for public comment on the annexation zoning and replacement zoning code amendments.
