Plain City Council approves PUD, bond releases and pre-annexation agreements; holds first readings of three ordinances

At its Sept. 8 meeting council approved multiple items including PUD-25-2, release/acceptance of maintenance bonds for Maren Reserve subareas, and 2nd-reading approvals of Resolutions 41–43 (pre-annexations and a Pastime Park lease); several ordinances and resolutions were introduced for first reading.
Plain City Council on Sept. 8 approved several routine and substantive measures, including the preliminary PUD for the Ballantyne property, bond releases for Maren Reserve phases, and second-reading approvals of three resolutions related to pre-annexation agreements and a park lease.
Council approved the release of a performance bond and acceptance of a maintenance bond for Maren Reserve Subarea B, Phase 1B (Section 1) and did the same for Maren Reserve Subarea C, Phase 1 (Section 1). Council also approved second readings of Resolution 41-2025 (pre-annexation agreement with Clayton Properties Group Inc.), Resolution 42-2025 (lease between the Village and the Miami Valley Steam Threshers Association, Inc. for use of parts of Pastime Park), and Resolution 43-2025 (pre-annexation agreement with Pulte Homes of Ohio). All motions were moved and seconded and passed unanimously among members present.
Council opened and closed public hearings on proposed amendments to the sign code (ZC-25-3) and the mobile vendor code (ZC-25-13) with no public comment. Members also introduced first readings of Ordinances 34–36 (amendments to sign code, mobile vendor regulations, and a proposed stormwater utility) and first readings of Resolutions 44–46 (including a proposed purchase agreement for property at 142 Church Street and statements of services for two proposed annexations). The meeting adjourned at 7:27 P.M.
The approvals recorded at the meeting were unanimous among those present; two council members were absent.
