JFOC approves 2026 Capital Improvement Plan for plant projects

The Joint Facilities Oversight Committee approved Resolution 2026-02-01 on Feb. 12, adopting a 2026 Capital Improvement Plan that identifies priority engineering and preparatory work at the shared wastewater facility.
Tetra Tech presented the plan, which includes replacement of non-potable plant water conveyance piping and design modifications to the non-potable pump station, replacement of the potable water well pump and conveyance piping, addition of tertiary solids conveyance piping and pumping to route solids to the activated sludge process, and survey, utility locates and geotechnical investigation related to pipeline design and site improvements.
Katie Soles moved to approve the 2026 JFOC Capital Improvement Plan, and Art Ferrari seconded the motion; the committee voted unanimously to adopt the resolution. Committee members emphasized that the Capital Improvements Project does not obligate construction funding beyond amounts separately approved through participating entities’ annual budgeting and contracting processes.
The resolution authorizes planning and design work; next steps will be coordinating detailed scopes, cost estimates and any required procurement processes with each participating district and contractor.
