Plain City staff outline 2026 budget timeline and proposed stormwater utility

Village Administrator Haley Lupton updated Council on the 2026 budget process at the Aug. 6 work session, saying staff has completed meetings with department supervisors, is collecting quotes, and is formulating a proposed stormwater utility program with an expected implementation date of Jan. 1, 2026.
Lupton told Council she expects to present the stormwater utility program at the September 2025 Council Work Session, with an anticipated first reading of the authorizing legislation in October 2025. She said staff is continuing to acquire quotes and will return with additional information ahead of those meetings.
On the Aquatic Center, Lupton said the Personnel & Finance, CIP Committee discussed hiring a management company but recommended waiting to pursue that option until staff obtains more information. On outreach, Mayor Jody Carney and Lupton asked that information about the stormwater utility and the village’s electric and gas aggregation program be included in the next printed and electronic newsletter; Lupton and Communications Manager Chase Evans said they will include that content and explore producing short overview videos for public awareness.
The published agenda listed an executive session under Ohio Revised Code Section 121.22(G)(2) to consider purchase of property for public purposes, but Council did not enter executive session due to lack of quorum. By unanimous consent the meeting was adjourned at 7:07 P.M.
