Plain City considers extending 25 mph speed limit on North Chillicothe near Pastime Park

Village Administrator Haley Lupton told the Plain City Council on Aug. 11 that staff is proposing Resolution 40-2025 to extend the 25 miles-per-hour speed limit on North Chillicothe Street from its current terminus near Anderson Avenue northward to the entrance of Pastime Park and the Run at Hofbauer Preserve subdivision.

Lupton said the change is intended to accommodate a future crosswalk at the Pastime Park entrance and to increase safety for pedestrians and bicyclists. She noted the proposal is similar to a speed-limit amendment the council approved in 2024 on Plain City Georgesville Road near the Darby Fields subdivision.

Council members T. Harriman and J. Sintz expressed that the proposal is consistent with earlier council actions; K. Ferguson said the amendment had been discussed years earlier but that the new adjacent subdivision makes it appropriate now. Mayor Jody Carney and Council President M. Terry also voiced support. The council did not take a formal vote on the resolution at the meeting; the item was listed for first reading on the agenda.

Council and staff briefly discussed possible golf-cart traffic in the area; attendees noted it is unlikely golf carts would travel northward to US-42 past the proposed crosswalk. Lupton said she had asked the Ohio Department of Transportation about reducing Main Street’s posted speed from 35 to 25 mph; ODOT told staff that such a change is not permitted at this time. A council member asked whether variable speed limits could be used during certain hours; Lupton said variable limits are generally allowed only in school zones.

The council listed Resolution 40-2025 for its next meeting agenda as a first-reading item and did not adopt the change at the Aug. 11 session.
