Plain City holds first readings to place opt-out electric and gas aggregation on November ballot

Plain City Council on July 14 held first readings of two ordinances that would authorize placing opt-out aggregation questions for electric and natural gas service before voters in November 2025.
Village Administrator Haley Lupton told the council the ordinances (Ordinance 23-2025 for electric and Ordinance 24-2025 for natural gas) would, if approved in future readings, direct the county board of elections to submit the questions to electors. Lupton said approval at this stage would authorize placement of the initiatives on the ballot, not implement aggregation; staff is preparing communications and an educational awareness campaign to explain the proposals to residents.
The ordinances cite Ohio Revised Code §4928.20 (electric aggregation) and §4929.26 (natural gas aggregation) as the statutory procedures under which the village would proceed. Lupton said additional details about any proposed aggregation plan — including the proposed supplier, contract terms, and estimated impact on resident billing — would be developed and shared with the council and public before final action.
No final votes on the ordinances occurred at the July 14 meeting; both items were presented for first reading and will return to council for subsequent consideration and any required formal action.
