Versailles administrator reports on utility incidents, equipment plans and facility upgrades

Village Administrator Francis delivered an operations-focused report covering utilities, public-works projects and community events.
He said personnel from the AMP Thermostat Program will present at the Oct. 22 council meeting about a demand-response program to help the municipal electric utility and customers reduce load during peak events. Francis also reported that a NKTelco franchise fee (5% of gross revenue) for customers inside the village limits has taken effect under Ohio Revised Code provisions; those receipts will be deposited into the Village General Fund.
Francis summarized recent electric outages: on Sept. 27 an east/southeast outage began just before 2 p.m. when a dump truck bed struck an overhead telecom line, causing conductor spans to slap together and lock out a circuit recloser; power was restored at about 2:26 p.m. Walls Bros. will be invoiced for time and expenses related to that event. A separate outage on Oct. 3 affected customers south of the village; crews found two destroyed fuse cut-outs and restored power by 4:38 a.m.; staff said an over-height farming implement likely struck overhead lines.
On equipment, Francis said the Greenlawn Substation recloser was damaged on Sept. 22; a new Cooper recloser is available for $29,686 with a 35-week lead time. The village is pursuing a temporary unit through Power Line Supply and exploring rebuilding an existing damaged recloser as a nearer-term option.
Water and wastewater updates included completion of the WWTP digestor drawdown for winter storage; operators have adjusted chemical dosing to address a change in finished-water softness caused by the Reed Rd. wellfield; and Well #9 was rehabilitated by Jackson Well Services for $21,450 and is back in service.
Francis also reported smaller capital and maintenance activities: LED lighting upgrades at Ward Park; demolition and pad work for new Indian Creek Park dugouts supported by a $9,182.88 grant and additional Park Fund expenditures; new metal street light bases poured along Klipstine Road; sale of a 2009 bucket truck for $16,200 on GovDeals; and a McGreevey Rd. Substation major equipment bid opening scheduled for Oct. 16 at 2 p.m.
Fiscal Officer Alisha Apple told council the budgeting process will begin shortly.
