Versailles council approves package of ordinances, EMS appointments and personnel actions
Summary
At its July 10 meeting the Versailles Village Council adopted a suite of ordinances and resolutions including a ban on adult-use marijuana dispensaries, updated pay schedules, multiple EMS employment contracts and reassignments, authorized opioid-settlement paperwork, and approved several personnel and land-direction actions.
The Versailles Village Council on July 10 approved a bundle of ordinances and resolutions that reshaped pay and personnel policies, formalized new EMS appointments and continuing-education roles, and authorized settlement paperwork relating to the village’s participation in statewide opioid settlements.
The council voted unanimously to adopt Ordinance No. 24-27, prohibiting adult-use recreational marijuana dispensaries, cultivators and processors within the village limits. The body also adopted Ordinance No. 24-31, which updates the Hourly Employees Compensation Table, and Ordinance No. 24-36, which sets compensation for the Fire/EMS chief; both measures were declared emergency items, read by title and approved after suspension of the rules.
Council members unanimously approved two new job descriptions, Resolution No. 24-32 for Fire/EMS Chief and Resolution No. 24-33 for EMS Captain, and adopted employment contracts for two EMS Captains: Ordinance No. 24-34 (Crystal Horne) and Ordinance No. 24-35 (Crystal Buteau). The ordinances were read by title, emergency measures were declared, and the council voted to adopt both contracts.
Following an executive session, council authorized the Village Administrator to make an employment offer for a Water/Wastewater position (motion carried 5–1; Mr. Steinbrunner voted nay) and to enter into an option agreement to purchase land for municipal use (unanimous). Council later approved the appointment of Trevor Jacobs to a Water and Wastewater Plant Operator I position for a one-year probationary period and waived the training-reimbursement requirement for village lifeguards.
Council authorized Fiscal Officer Kathy Ording to execute opioid-settlement agreements with Kroger under the village's previously adopted OneOhio Subdivision Settlement agreement. The council also removed Matt Harvey as the Authorized Official and Program Director for Continuing Education for Versailles EMS, appointed Fire/EMS Chief Brian Pearson as the Authorized Official for Continuing Education, and appointed EMS Captain Crystal Horne as Program Director for Continuing Education; each motion passed unanimously.
Administrative business included readings of several financial and administrative resolutions: Resolution No. 24-37 (estimate of active village monies), Resolution No. 24-38 authorizing the village administrator to apply to the Ohio Public Works Commission programs, and Resolution No. 24-39 adopting the village tax budget for 2025; where final votes were recorded the motions passed.
The meeting ended with committee scheduling and calendar items and adjournment at 9:02 p.m.
