Plain City council approves final plat, several ordinances and campground rule changes

Plain City Council on July 28 approved a package of land-use and policy items, including a final plat and several second-reading ordinances.

Council approved PZ-25-3, the final plat for Maren Reserve Subarea B, Phase 2. The motion was made by A. Lewis and seconded by J. Sintz; the motion carried with all in favor.

Council then approved Second Reading Ordinance 22-2025, which amends the boundaries of the Plain City Community Reinvestment Area #2 known as the US-42 Business Park (motion by M. Terry, second by A. Lewis); Ordinance 23-2025, authorizing actions to effect an opt-out electric aggregation program pursuant to Ohio Revised Code Section 4928.20 and directing the county board of elections to submit a ballot question (motion by A. Lewis, second by T. Harriman); and Ordinance 24-2025, authorizing actions to effect an opt-out natural gas aggregation program pursuant to Ohio Revised Code Section 4929.26 (motion by T. Harriman, second by J. Eudaily). Each ordinance was recorded as "all in favor."

Council also approved Ordinance 25-2025, a supplemental appropriation to the 2025 budget (motion by A. Lewis, second by J. Sintz) and adopted Resolution 39-2025 to amend the Pastime Park Campground Rules Policy (motion by J. Sintz, second by A. Lewis). Staff said the campground rule revisions are reflected in Exhibit A attached to the resolution. The transcript does not specify appropriation amounts.

Separately, the minutes for the July 14 meeting were approved earlier in the meeting on a motion by Mr. Sintz and second by Ms. Ferguson; that vote was recorded as four yeas and two abstentions (Mr. Sintz and Mr. Terry).
