Mayor Cox: boundary adjustment with Willoughby moving forward; Charter Review Commission to consider levy permanence

Mayor Ryan W. Cox reported that negotiations on a boundary adjustment with Willoughby are moving forward and that the Willoughby Hills Fire contract is currently being negotiated.
The mayor also said the Village will appoint a Charter Review Commission in 2025, to be chaired by Councilwoman Stephanie Winterer. One of the commission’s tasks will be to consider making permanent the temporary safety and services levy first adopted in 2013. Mayor Cox explained the historical context: state 'rollback' provisions previously subsidized a portion of local levies (noting 10% and 2.5% payments referenced in the minutes); those rollback benefits were removed for new levies after 2013, so renewing the existing levy would preserve the subsidy for the Village while a new levy would not receive it.
Council recorded these reports for the record; the minutes show no formal action yet on the boundary adjustment, fire contract or Charter Review Commission appointments beyond the mayor’s report. The Council later recessed to executive session to discuss litigation, real estate and compensation matters before reconvening and adjourning the meeting.
