Waite Hill council adopts payment authorization and tax-levy resolutions; finance chair reports revenue gains

The Council of the Village of Waite Hill, Ohio, on Sept. 9, 2024, approved the minutes of its Aug. 12 meeting and adopted two resolutions concerning payments and tax levies.
Abby Hiltsley moved to approve the Aug. 12 minutes; Stephanie Winterer seconded. Roll call recorded five yeas (Kerri Bowden, Abby Hiltsley, Sam Knezevic, Karl Scheucher, Stephanie Winterer) and two abstentions (Brian Doty, Richard Steudel), and the motion carried.
Council then read Resolution No. 2024-12, “A Resolution authorizing and directing the payment of certain sums.” After discussion, Council member Karl Scheucher moved adoption, seconded by Richard Steudel. A roll call vote was unanimous and the resolution was adopted.
Council next read Resolution No. 2024-13, “A Resolution accepting the rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor.” Mr. Scheucher moved adoption, seconded by Council President Sam Knezevic; roll call was unanimous and the resolution was adopted.
Why it matters: Finance Committee Chair Karl Scheucher presented the committee’s monthly report, which was appended to the minutes. Scheucher reported gross property tax revenue for 2024 at $1,026,672, up from $979,770 in 2023, with expected reimbursements of $66,142 and net property-tax-related receipts of $1,126,829 after $32,195 in fees. Total year-to-date revenue through August was $1,460,661, $75,503 ahead of the same period in 2023.
The committee recorded total funds of $9,200,051 as of August 2024, a decrease of $108,704 from a year earlier, and presented a 10-year projection showing a potential decline of $1,832,788 (an average annual decline of about 2.25%). The report also noted Star Ohio annualized yield as of Sept. 6 at 5.41% with an average days-to-maturity of 29.8. The chair said the Auditor’s sexennial reappraisal is expected to increase property valuations and, correspondingly, gross property tax receipts.
What the council decided: Both resolutions were adopted by unanimous roll call votes; the minutes were approved with two abstentions. No further formal actions were taken on revenue forecasts or policy changes at this meeting.
