Waite Hill council adopts emergency ordinance to join ODOT winter salt contract; approves salt-shed repairs

The Waite Hill Village Council on April 14 adopted an emergency ordinance to participate in the Ohio Department of Transportation Winter Contract (018-25) for bulk road salt for the 2025–2026 season and authorized repairs to the village salt shed.
Ordinance No. 2025-8 was read for the first time and, after a motion by Council member Richard Steudel and a second by Council member Samuel Knezevic, the council voted unanimously to suspend the three-reading rule and adopt the ordinance as an emergency measure. The roll call for the ordinance adoption recorded yeas from Kerri Bowden, Brian Doty, Abby Hiltsley, Samuel Knezevic, Richard Steudel and Stephanie Winterer and no nays.
Service Director Bob Haynik told council the village plans to purchase 1,000 tons of salt from ODOT under the contract. Haynik said he solicited informal bids to renovate and repair the salt shed; Powers Roofing, Inc. submitted the lowest bid. Council member Richard Steudel moved to authorize Powers Roofing, Inc. to perform salt-shed renovation and repair for not more than $35,000; the motion was seconded by Brian Doty. The roll call on that authorization recorded yeas from Bowden, Doty, Hiltsley, Knezevic and Steudel; there were no nays and Council member Stephanie Winterer recorded an abstention. The motion carried.
The council also adopted Resolution No. 2025-8, “A Resolution authorizing and directing the payment of certain sums.” Abby Hiltsley moved for adoption, seconded by Brian Doty; roll call on the resolution recorded unanimous support from the six members present.
All actions were taken during the council’s April 14 meeting at Waite Hill Village Hall and recorded in the minutes. The minutes do not report further contractual details such as final contract amounts beyond the salt purchase quantity or a signed contract document.
Next steps: implementation of the ODOT purchase will proceed under the adopted ordinance and staff were authorized to contract for the salt-shed repairs up to the approved amount.
