Waite Hill council adopts payment resolution and two ordinances, including new garbage and recycling rules

At its Aug. 12 meeting the Waite Hill Village Council unanimously adopted Resolution No. 2024‑11 (payment authorization) and two emergency ordinances, including Ordinance No. 2024‑18 which enacts Chapter 901 on residential garbage and recycling; the council suspended the usual three‑reading rule for both ordinances.
Waite Hill Village Council unanimously approved several items at its Aug. 12, 2024 meeting, including a payment authorization and two ordinances — one updating codified ordinance replacement pages and another establishing a new Chapter 901 for residential garbage and recycling.
The council adopted Resolution No. 2024‑11, “A Resolution authorizing and directing the payment of certain sums,” after Karl Scheucher moved for adoption and Stephanie Winterer seconded. The roll call vote recorded Yeas from Kerri Bowden, Abby Hiltsley, Sam Knezevic, Karl Scheucher and Stephanie Winterer; Nays: none.
Council also considered Ordinance No. 2024‑17, approving replacement pages to the Waite Hill Codified Ordinances and declaring an emergency. Abby Hiltsley moved to suspend the rule requiring three separate readings; Kerri Bowden seconded. After a unanimous roll call to suspend the rule, Karl Scheucher moved to adopt Ordinance No. 2024‑17 and Abby Hiltsley seconded; the ordinance was adopted on the same day as an emergency measure.
The largest policy change on the agenda was Ordinance No. 2024‑18, which enacts a new Chapter 901, “Garbage and Recycling Collection and Disposal,” to provide regulations for residential solid‑waste and recycling collection and disposal and which also was declared an emergency. Council voted unanimously to suspend the three‑reading requirement (moved by Karl Scheucher and seconded by Stephanie Winterer) and then, following discussion, adopted the ordinance after a motion by Abby Hiltsley and second by Stephanie Winterer. The ordinance was adopted on the day of introduction.
All formal roll‑call votes recorded in the minutes were unanimous in favor of the measures. The minutes do not record any amendments or recorded individual objections. The adopted ordinances and resolution were entered into the minutes for the public record.
