Resident complains of persistent drainage and low culvert on Northside Road; parish to inspect

During the joint committee portion of the meeting, resident David Schexnade (S10) described chronic standing water in front of his home at 6104 Northside Road in New Iberia. He said a recent culvert was set so low the water in the ditch on his property does not drain and becomes a mosquito breeding ground. "A 100% of that water that comes under the road goes in our yard to the bayou," Schexnade told the council and said he had photographs.
Council and staff responders said the engineer had explained the culvert elevation was required to accomplish road grading work; staff also said that removing or raising the pipe would probably require a drainage study. Council members arranged for staff to meet Schexnade on site to review elevations and possible fixes; staff agreed to attempt a Friday inspection and to follow up.
The exchange highlighted recurring drainage problems in older neighborhoods and the procedural limits the parish faces when private property and public drainage responsibilities overlap. Council members suggested a drainage study may be the appropriate first step before altering culverts or ditch elevations.
