Warren Local board approves March bills, contracts and personnel actions; affirms student expulsion

The Warren Local Board of Education on April 23 approved a slate of financial and personnel actions, including payment of $2,541,713.31 in bills for March and contracts for audit and Medicaid cost-report services, and affirmed an existing student expulsion.
The Treasurer asked the Board to approve routine financial items, including the March minutes, payment of $2,541,713.31 in invoices, financial reports and an Investment Record deposit of $435.11 to the Permanent Improvement Fund. The Board approved a contract with Julian & Grube, Inc. to perform agreed-upon procedures for Medicaid cost reports for the July 1, 2025–June 30, 2026 and July 1, 2026–June 30, 2027 reporting periods at a cost not to exceed $2,300 per year. The Board also authorized advertising for bids for milk and bread for 2025–26 and accepted a voluntary student accident insurance offering through Student Protective Agency at no cost to the Board. The Board approved an audit engagement with Rae & Associates to audit district financial statements for years ending June 30, 2025–2027.
In superintendent-level business the Board approved district participation in a Summer Youth Employment Program with the Washington County Department of Job and Family Services; an agreement involving Elizabeth Swiger and the Warren Local Education Association; a renewal of the Marietta College professional development partnership for student teachers effective May 1, 2025–May 1, 2026; and two short-term non-exclusive licensing agreements for school brand use with Kaitlyn Ahart and C&G Apparel LLC. All items listed under RES NO. 30-25 and RES NO. 31-25 were approved by recorded vote.
By resolution (RES NO. 32-25) the Board affirmed an order of removal/expulsion that began March 8, 2025, and will run through the end of the 2024–2025 school year following review of the designee’s findings. The Board directed the Treasurer to provide written notice of the Board’s action to the student and parent by certified mail.
The Board also approved a memorandum of understanding with the Warren Local Education Association to amend supplementary salary language in the Master Agreement for the 2024–2025 year (RES NO. 33-25).
RES NO. 34-25 covered personnel recommendations including the resignation of Chad Porter as high school assistant principal (effective at the end of the 2024–2025 school year), several certified hires pending required checks (Emma Fehrman, Chad Porter in a teacher role, Millie Ryan, Mia Silva), the retirement of Angela Gentile and multiple classified hires, leaves and supplemental athletics assignments for the 2025–2026 school year. That personnel motion passed with Mr. Allen recorded as abstaining and the other board members voting yes.
The Board entered executive session at 6:35 p.m. to discuss personnel matters and returned to open session at 7:39 p.m. The meeting adjourned at 7:41 p.m.; the next regular meeting is set for May 22, 2025, at 6:00 p.m. at Warren High School in the Warrior Room.
