Warren Local elects Proctor as board president, Crum as vice president; adopts 2025 procedures

At its Jan. 10 organizational meeting the Warren Local Board of Education elected Debbie Proctor president and Bob Crum vice president for 2025, set its regular meeting schedule, established an $8,000 service fund and approved a slate of standing authorizations and committee assignments.
The Warren Local Board of Education completed its organizational business on Jan. 10, electing officers and approving procedural authorizations for 2025.
Mr. Allen nominated Debbie Proctor for Board President; after nominations were closed the board voted unanimously to elect Mrs. Proctor as President for 2025. Mr. Allen also nominated Bob Crum for Vice President; the board similarly closed nominations and elected Mr. Crum vice president. The Oath of Office for the President and Vice President was administered by Treasurer Melcie Wells, and Mrs. Proctor assumed the chair.
The board set its regular 2025 meeting schedule (RES. NO. 3-25) for the fourth Thursday of each month at 6:00 p.m. in the Warrior Room at Warren High School, with adjustments if a federal or non-teacher holiday falls on the date. The board also established a Board Service Fund of $8,000 for 2025 (RES. NO. 4-25) to defray board-related expenditures.
By unanimous vote the board approved a broad package of standing authorizations for the coming year (RES. NO. 5-25). Those authorizations include routine financial delegations to the Treasurer (investment of inactive funds, advance on tax settlement, monthly reporting of paid bills), appointment of the Superintendent as Purchasing Agent, authority to retain legal counsel as needed, approvals for OHSAA overnight athletic trips and co-curricular travel, delegation of personnel and disciplinary authorities consistent with Ohio law and district policy, and operational delegations such as approving volunteers and professional development.
The board also made appointments for 2025 (RES. NO. 6-25), naming Jesse Roush as Legislative Liaison to the Ohio School Boards Association and appointing Mr. Allen and Mrs. Proctor as Hall of Honor Committee representatives. Committee memberships for District Operations, Superintendent evaluation, Finance & Treasurer evaluation, Policy, and Learning/Instruction & Assessment were set and approved under RES. NO. 7-25.
All organizational motions recorded in the minutes passed on unanimous recorded votes.
