Warren Local board approves moving renewal emergency tax levy to May 6 ballot

By passing Resolution No. 9-25 (motion by Mr. Allen, second by Mrs. Greenup), the board directed submission of a 10-year renewal of an existing emergency levy intended to raise $1,755,600 per year for the district. The resolution cites Ohio Revised Code Sections 5705.03 and 5705.194–5705.197 as the legal basis for the board’s action.
The County Auditor of Washington County certified the district’s total taxable value at $420,899,350 and estimated the millage required to produce the stated annual amount at 4.17 mills, which the resolution notes amounts to approximately $146.00 for each $100,000 of county-auditor appraised value. The resolution directs the Treasurer to certify the Resolution of Necessity, the County Auditor’s certificate and related materials to the Washington County Board of Elections no later than Feb. 5, 2025.
The motion passed on a recorded vote of Mr. Allen, Mr. Crum, Mrs. Greenup, Mrs. Proctor and Mr. Roush, all voting yes. The resolution specifies that the levy, if approved by voters, would be levied for a period of 10 years commencing in tax year 2025 with the first collections due in calendar year 2026.
The action formalizes the district’s prior December 16, 2024 Resolution of Necessity and advances the levy question to the ballot for voter consideration. No public testimony or opposition was recorded in the minutes for this meeting.
The Treasurer and administration will handle the statutory filings required to place the question before electors in May.
