The hearing included technical questions about enforceability and measurement method: some speakers urged replacing a bark-count rule (e.g., "10 animal noises per minute over a 6-minute period") with a decibel-based standard, while others noted practical enforcement limits for police and code officers.
Andrew Spatz, who spoke to the board as counsel for an interested party, asked the trustees to treat the M1 industrial area differently because lot lines there can be immediately adjacent to residences; he also recommended incorporating existing decibel rules in the code rather than relying on a bark-count approach.
After discussion the board voted to close the public hearing and directed the village attorneys to prepare revised language that incorporates the zoning-board suggestions (hours, adjacent-property threshold and related clarifications) and to return the revised draft for scheduling of a public hearing at the next meeting cycle.
