Surry board says congressionally directed spending applications submitted for Toddy Pond dam

The Town of Surry Select Board reported April 16 that revised congressionally directed spending (CDS) applications for work on the Toddy Pond dam were submitted to Senator Susan Collins' office and will be sent to Senator Angus King’s office as well. The board said edits were made to application sections and additional letters of support were attached.
Mary Allen, speaking at the Select Board meeting, said the applications were submitted within the CDS 2026 deadline but cautioned that it is not known whether congressionally directed spending will be available next year. She said a work session on proposed emergency legislation — intended to create an entity that would own the Toddy Pond dam — is scheduled for the end of the month and staff hope the measure will be considered in the current legislative session.
The board did not provide a dollar amount for the request at the meeting. Phil Roberts, speaking for the Toddy Pond Association, thanked the Select Board for its efforts. The town did not report a timeline for construction or a funding shortfall that the CDS request would fill. The Select Board directed staff to continue follow-up with legislative offices and to hold the planned work session.
The next procedural step is the local work session on the proposed emergency legislation; no formal vote on the measure took place at the April 16 meeting.
