Union City Council approves easements, subdivision, MMO and meeting schedule changes

At its Aug. 13 meeting the Union City Borough Council approved a package of routine actions, each by unanimous vote.
Easement at 104 East High: Council approved a retroactive easement with property owner Anthony Hickey that assigns the property owner responsibility for a ditch between a PennDOT catch basin and the borough catch basin; the borough will accept responsibility for two catch basins and approximately 60 feet of pipe between them. The motion was made by Councilor Osborn and seconded by Councilor Kerns.
Minimum Municipal Obligation: Manager Cindy Wells reported the 2025 Minimum Municipal Obligation is $48,029 for the non‑uniform pension and $0 for the police pension. Councilor Joyce moved and Councilor Kerns seconded approval.
Subdivision: Council approved subdivision survey maps (Erie County Planning had already approved) to combine a portion of 92 West High Street with 88 and 90 West High Street; the motion was made by Councilor Osborn and seconded by Councilor Kerns.
Municipal Lot #3 gazebo parcel: Council approved a retroactive purchase of a small surveyed parcel from 8 South Street for $500 after survey and solicitor agreement; Solicitor Tim Wachter will complete closing paperwork. Motion by Councilor Joyce, seconded by Councilor Kerns.
Boat launch easement: Council authorized the solicitor to draft an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field; the project is to be installed with funds from the PA Fish and Boat Commission and the PA Environmental Council. Motion by Councilor Osborn and seconded by Councilor Joyce.
Meeting schedule: Council agreed to meet the first and third Monday of each month at 6:30 p.m. from September through April; the next meeting was set for Aug. 27, 2024 and, because of Labor Day, the next regular meeting for September will be Sept. 16, 2024.
All motions noted at the meeting carried unanimously; no dissents or abstentions were recorded.
