Union City Council approves stormwater repair, awards trail contract, updates RTK policy and seeks broadband designation

At its July 23 meeting Union City Borough Council unanimously approved a $5,000 sinkhole/stormwater repair in Municipal Lot #1, awarded the Devereaux Park/French Creek Trail contract to Vavala Concrete for $84,774, approved a Right-to-Know policy clarification and adopted a resolution to pursue Broadband Ready Community designation.
Union City Borough Council voted unanimously July 23 to move forward on several infrastructure and policy items, including stormwater repairs in Municipal Lot No. 1, a park and trail construction contract, a Right-to-Know policy update and a resolution authorizing application for Broadband Ready Community designation.
The council approved a $5,000 quote from Mansfield to repair and reconnect pipe at a sinkhole in Municipal Lot No. 1, with the borough providing pipe and fittings at an estimated additional cost of $5,000. Councilor James Kerns made the motion, seconded by Councilor Steadman; the motion carried unanimously.
Councilors also awarded the Devereaux Park/French Creek Trail project to Vavala Concrete following a low bid of $84,774. Councilor Osborn moved to award the contract and Councilor Steadman seconded; the motion carried unanimously.
Solicitor Wachter recommended clarifying the borough’s Right-to-Know Rules and Regulations to address anonymous requests. Council approved the recommended language on a motion by Councilor Osborn, seconded by Councilor Steadman, and the update carried unanimously.
Earlier in the evening the borough held a public meeting about becoming a Broadband Ready Community; no members of the public attended. Council adopted a resolution authorizing application to the PBDA for the designation and appointing the Erie Area Council of Governments as the borough’s municipal broadband champion. Councilor James Kerns moved and Councilor Melissa Winkler seconded the resolution; the motion carried unanimously.
Council also reviewed amendments to the parking and zoning ordinances and agreed to send the zoning revisions to Erie County Planning and Union Area Planning for comment before advertising the changes.
The meeting record shows all votes on the listed motions carried unanimously with five councilors present; Councilor Joyce was noted as absent.
