Union City council approves $400,000 multimodal grant application for Willow Street bridge; signs off on paving payments

The bridge grant resolution is the most significant infrastructure action on the agenda. Borough staff said the funding would provide the additional money needed to move forward with the Willow Street replacement, but details on the total project cost and timeline were not specified during the meeting.
Council also approved payment for the borough’s 2024 paving work. An invoice from Cross Paving for $104,740.81 was presented; council authorized disbursing $92,130 from Liquid Fuels funds and $12,610.81 from the general fund to pay the bill after a motion by Councilor Steadman, seconded by Councilor Kerns. Separately, council approved applying $15,625 in county aid funds to the Suit-Kote seal-coat payment after a motion by Councilor Joyce and seconded by Councilor Osborn; that motion also passed unanimously.
Streets Supervisor Bob Phillips reported that the Cross Paving and Suit-Kote elements of the 2024 paving program are complete and that crews will continue catch-basin repairs and mowing. The council discussed reusing millings from the paving project; Union Township agreed to grind millings at its site and track usage. Council approved providing 2–3 loads of ground millings to the American Legion ballfield to address driveway problems and agreed to sink a load to Evergreen Cemetery as previously authorized.
The council did not provide a detailed schedule tying the bridge grant application to the borough’s paving work. Next steps for the bridge application include submission to the Multimodal Transportation Fund; no decision date was given at the meeting.
