Union City Borough Council on July 9 approved emergency repairs to a failing stormwater pipe behind 98 East High Street after a sinkhole roughly 3 feet wide and 8 feet deep developed in a private yard.
Streets Supervisor Bob Phillips told the council a camera inspection showed about 50 feet of intact cement pipe followed by roughly 90–100 feet of galvanized pipe with the bottom missing; the inspection camera fell into the damaged section and could not be retrieved. Contractor Mansfield quoted $14,500 to replace the galvanized section with plastic pipe.
Councilor Steadman moved and Councilor Kerns seconded a motion to authorize Mansfield to perform the replacement at a cost of $14,500; the motion carried unanimously. The council also approved a separate Mansfield quote, not to exceed $6,000, to cut concrete and open a sinkhole in Municipal Lot #1 to determine the underlying problem, with the approval conditioned on contacting McLallen Construction for a comparative quote and availability.
The council record does not contain a numeric roll‑call tally for the motions; minutes state the repairs motions “carried unanimously.” Work scheduling and start dates were not specified in the minutes. Streets Supervisor Phillips said topsoil and grass seed from a recent streambank stabilization at Bentley Run were lost in a subsequent storm and would be replaced as part of ongoing street‑department maintenance planning.
