Tri-Valley Board approves 2021-22 tax rates, ESSER II payroll guidance and football turf replacement

The Tri-Valley Board of Education met March 10, 2021, and on unanimous roll calls approved a series of routine and budgetary items, including the district's tax amounts and rates for 2021-22 and the use of federal ESSER II funds to cover salary expenses for current staff.
Board action began with adoption of the agenda (Resolution #21-39), followed by approval of minutes from the Feb. 11 regular meeting (Resolution #21-40) and the January 2021 financial report (Resolution #21-41). On a motion by Scott Welker, seconded by Scott Ford, the board approved tax amounts and rates provided by the Muskingum County Budget Commission for 2021-2022 (Resolution #21-42).
In personnel matters the board issued a three-year limited administrative contract to Scott Brillhart, assistant middle school principal, effective with the 2021-22 school year (Resolution #21-43). The board approved a slate of administrative stipends for 2021-22, including $6,500 for Adam Brenner (attendance officer) and $5,000 for Larry Bevard (safety coordinator), among others (Resolution #21-44). The Local Professional Development Committee stipends were set (Resolution #21-45), and the board accepted several certified and classified retirements, resignations and leave requests including the retirement of Julie Prouty, second-grade teacher at Adamsville Elementary, effective May 28, 2021 (Resolution #21-46) and the resignation of Brooke Graham, high school English teacher, effective Aug. 10, 2021 (Resolution #21-47).
On policy and finance items, the board approved Policy 9.03, 'Organizations Supporting Education,' as presented by Pepple & Waggoner (Resolution #21-53). The board also approved the use of ESSER II funds to pay salary expenses of current staff for the 2020-21 school year consistent with the U.S. Department of Education/ODE guidance (cited in the minutes as H.R. 133750 documentation) (Resolution #21-54).
Facilities and donations drew separate action. The board approved The Motz Group to replace the high school football field turf (Resolution #21-57) and accepted a $120,000 donation from the Tri-Valley Touchdown Club to credit the Football Field Turf Fund (004-9209) toward that project (Resolution #21-58). The board also accepted other donations to the athletic department fund for a new flag and related athletic projects (Resolution #21-55).
The board voted to enter executive session at 6:58 p.m. to discuss employee compensation (Resolution #21-59) and reconvened briefly, adjourning the public meeting at 7:43 p.m. (Resolution #21-60). The minutes record no formal public action on compensation during the open meeting; next regular meeting is scheduled for April 8, 2021, at 5:30 p.m.
