Anthony Miller, special districts manager, summarized the purpose of community facilities (Mello-Roos) districts: to finance public infrastructure improvements and certain ongoing services via bonds and special taxes. He explained that the rate-and-method-of-apportionment (RMA) adopted by qualified electors establishes levy formulas; applied rates fund services and debt but cannot exceed voter-approved maximums. Miller also noted that CFD revenues are restricted to the district's services and obligations and, except for CFD 3, the general fund is not liable for outstanding bonds.
