Commission preliminarily approves lot consolidation but tables Fusting Center Phase 2 site plan for missing engineering and permitting details

The Salem Township Planning Commission on Nov. 6 recommended preliminary approval of a lot consolidation for Bushy Run Investments LP’s Fusting Center Phase 2 (consolidating tax parcels 57-12-00-0-027 and 57-12-00-0-024) but tabled the more detailed site plan and building proposal until the applicant provides additional engineering and permitting details.
Ray Gusty of Fahringer, McCarty & Grey described a proposed four-story mixed-use building: ground-floor dining and retail, offices and condominium units on upper floors, and a total of four floors with 40 one-, two- and three-bedroom condominiums to be allocated across floors. Commissioners said submitted drawings were too small and dense for review (site-plan size requested is 36x48 inches); they asked the applicant to separate utility and contour information onto distinct sheets, to label Phase I (existing) and Phase II (proposed), and to provide building dimensions and height to determine Fire Department access requirements.
Key outstanding items identified by the commission included:
- A traffic circulation plan and proof of cross easements across Delmont X Corp and Salem 22 Associates to access a signal at SR 22; - A breakdown of condominium unit counts by bedroom to calculate parking (the commission noted a waiver granted for Phase I parking reduced spaces from 60+ to 56 and indicated SALDO guidance of two spaces per apartment unit for multi-family where applicable); - Stormwater management, erosion and sedimentation control approvals and Township Engineer sign-off; - FTMSA/DEP approval for sanitary sewer taps under an existing DEP Consent Order and Agreement; and - A PennDOT Highway Occupancy Permit for access to SR 22.
On motions: The commission moved (Paul Holleran) and seconded (Connie Mattei) to recommend preliminary approval of the lot consolidation subject to the conditions listed; the motion passed. The commission later moved (Paul Holleran) and seconded (Connie Mattei) to table the site-plan submission because of insufficient detail; that motion also passed by majority vote.
What happens next: The applicant must submit revised 36x48 drawings with separate utility/contour sheets, unit breakdown for parking calculations, proof of cross easements, traffic circulation and emergency access dimensions, and obtain all required stormwater, erosion control, sanitary and PennDOT approvals before final plan approval will be considered.
