Salem Township supervisors approve $123,005 in monthly expenditures, multiple resolutions and appointments

At its Aug. 21 meeting the Salem Township Board of Supervisors unanimously approved $123,005.08 in monthly expenditures, renewed benefit and HRA contracts, approved multiple planning-module resolutions, authorized a broadband-ready application and appointed a Recreation Board member; engineers will present a Crabtree sewage plan at the next meeting.
The Salem Township Board of Supervisors met Aug. 21 and unanimously approved the township's monthly expenditures, several intergovernmental and administrative agreements, and a slate of planning-module and subdivision motions.
The board voted to pay $123,005.08 in bills across funds, including $42,223.82 from the General Fund and $46,790.93 from the Payroll Fund. Ken Trumbetta moved the expenditures motion and Kerry Jobe seconded; all three supervisors — Bob Zundel, Trumbetta and Jobe — voted in favor.
Supervisors also approved administrative renewals and benefit arrangements. Kerry Jobe moved to renew the Primepay agreement for administration of the township employees' HRA account at a monthly rate of $69.96 effective Nov. 1, 2024; the motion passed unanimously. The board adopted Resolution No. 24-2024 to join Municipal Benefits Services to provide certain employee benefits consistent with employment terms.
On infrastructure and planning matters, the board approved Resolution No. 20-2024, an intergovernmental cooperation agreement with the Franklin Township Municipal Sanitary Authority to install a variable frequency drive at the Cloverleaf pump station. When asked by resident Eric Hageder about cost, the board said the grant supporting the project is for approximately $34,000 and noted a discussion about installing a basket strainer.
The board authorized filing a "Broadband Ready Communities" application (Resolution No. 25-2024) to position Salem for future broadband funding. "This is the beginning stages of the process to provide broadband services in the township where there isn't any," Chair Bob Zundel said. Supervisor Kerry Jobe added that Salem is one of about 20 Westmoreland County municipalities identified for broadband efforts and said the resolution commits the township to program steps such as public notices and permitting readiness.
The supervisors appointed Tim Kozinko to the Recreation Board; Rec. Board President Kathy Hamilton spoke in support, noting Kozinko's involvement with the Delmont Area Athletic Association and local youth sports programs. The board also authorized advertising to recruit a Salem Township road-crew employee.
The meeting closed with the board setting a next regular meeting for Sept. 18, 2024, at 7 p.m. at the Salem Township Municipal Building.
