City says NEPA approval for Durin corridor expected in 2027; council approves lease for relocation assistance office

City manager Joseph A. Melder updated the council on recent meetings with the U.S. Department of Transportation and said "we expect that all of our environmental work will be complete by the end of the year" and that the city is "expecting NEPA approval early in 2027," followed by a record of decision and the start of right‑of‑way acquisition. He said some signal and operational improvements at Montgomery and White Bluff will be underway before construction and that the city expects to spend about $4.5 million on those improvements in partnership with Georgia DOT.
Council moved, seconded and approved the lease item to provide office space for relocation and right‑of‑way activities. Staff said the lease will allow the city to have a local office to coordinate acquisitions when federal funds and approvals are in place.
Council asked staff to continue outreach to constituents in affected districts and to return with timing and logistics as NEPA decisions and funding progress.
