Arcanum council approves minutes, permits vacation carryover and administers oath; utility payment timing discussed

The Village of Arcanum council on Jan. 13 approved minutes for meetings on Dec. 30, 2025, Jan. 6, 2026 and Jan. 8, 2026; each motion was moved by Council Member David Hartley, seconded by Council Member Eric VanHoose, and passed unanimously.
Council also unanimously approved a personnel motion allowing employee John Wilt to carry over 53 hours of vacation into 2026 after a motion by Council Member Hartley and a second from Council Member Tammy Bruner. The solicitor administered an oath of office to Chloe Price; the minutes record the oath but do not specify the position to which she was sworn.
The council discussed a discrepancy between the village's utility contract and Invoice Cloud about when payments are considered late. Village Administrator Marcus Ballinger asked whether Council would approve changing the contract wording to set the cutoff at 8 a.m. on the 16th of the month; Council Member Hartley said consistency was the primary concern. The minutes do not record a formal vote to amend the contract.
Fire Chief Mark Gibson requested that the Safety Committee meet to discuss a new fire code and coordination with the Pitsburg Fire Department; no committee decision is recorded in the minutes. Staff announced that committee assignments would be emailed. Council Member Ryan Burns moved to adjourn at 7:20 p.m.; Council Member David Hartley seconded and the motion passed unanimously.
