During public comment, Jim Piel updated council on the Arcanum Preservation Society’s work at the Opera House, saying the group is moving from demolition into reconstruction, has hired an architect with help from a donation, and plans several upcoming events. Piel told council the Society had received six months of utility bills from the Village and currently has $1,100 available to contribute; it asked council to waive the remaining balance of $2,940.
Council Member Jerry Boolman moved to waive $2,940 in utilities for the Arcanum Preservation Society for the Old Town Hall; Council Member Tammy Bruner seconded and all present council members voted yea (5-0). Councilman Boolman commended the Society for being able to pay a portion of the bill after earlier inability to do so.
On operational practices, when Council Member David Hartley asked how the Society keeps heat costs down, Jim Piel said they had "disconnected majority of the baseboard heat in several areas and they keep the thermostat pretty much around 55 degrees, and they only heat a room while they are there working." The council did not attach conditions beyond the waiver; the Fiscal Officer's record of the current utility balance and any follow-up bookkeeping were not discussed in detail during the meeting.
