Parks and Recreation Director Alina Hibbs described two Parks fee proposals: (1) a new two-day-per-week swim-team option intended as a lower‑cost alternative to the existing three-day program and (2) cemetery pricing updates reflecting fewer available plots and higher operations and maintenance costs. Hibbs said mausoleum north and south facing sections were sold out and the council packet shows removals and updated alcove niche pricing.
City staff member Chris (speaker 14) described the fee-resolution language that automatically applies an inflationary adjustment; he said staff implemented a 3.1% school impact fee adjustment on April 1 based on the CPI for the Seattle‑Tacoma‑Bellevue area and recommended the paperwork be aligned to permit records.
Council noted an email from Kyle Fletcher at the school district expressing concern that the city had not adopted the district’s calculated school impact fee; staff said they will evaluate the school district’s capital facilities plan when finalized this summer and bring recommendations if a deviation from the CPI-based approach is warranted.
Council moved, seconded and adopted Resolution 1879 by voice vote.
