The Enumclaw City Council amended a proposed two-parade funding request and approved up to $15,000 for the July 4 parade as a trial to pay for barricades and supplemental staffing.
Council member Martineau introduced a request based on a meeting of police, event staff and the Chamber that estimated safety needs at about $15,000 per parade — roughly $8,000 for temporary barricades and the remainder for additional staffing to operate staging and route control. Staff noted a preliminary quote of about $16,000 for aluminum panels that dropped roughly in half when government pricing was requested; plastic options were discussed as a lower‑cost and more deployable alternative.
City staff warned that deployment requires storage, crew time and street-closure coordination; for a full route they estimated roughly 4,000 linear feet of barricading and a multi-day setup, potentially requiring early‑morning work and overtime. Council members expressed concern about business impacts from lost parking and recommended targeted barricades at high-risk intersections, plus additional security staff to manage crowds.
Council member S moved to amend the original $30,000 proposal (two parades) to an allocation of up to $15,000 for the July 4 parade as a trial, to be used as administration and police recommend. The amendment passed by voice vote; the amended motion passed on a 5–1 vote.
Staff will coordinate logistics with the Chamber and Police Department and report back following the trial deployment to inform any December or future parade planning.
