Greenburgh antenna board deems 609 Sawmill River Road application incomplete, approves 313 Central Avenue

The Town of Greenburgh Antenna Review Board on Nov. 10 reviewed two wireless-facility applications and voted to deem the submission for 609 Sawmill River Road incomplete while accepting the application for 313 Central Avenue as complete.
The board chair said the 609 application contains multiple documentation gaps: the RF-consultant report lacks a license number or clear professional-engineer certification, the address listed on drawings does not match the postal address on the application, affidavits name an operator (Global Signal/Global Signal Acquisitions) rather than the property owner, and the insurance certificate does not explicitly list the town as "additionally insured." "The drawings are not correctly displayed," the chair said, adding that the board needs an affidavit showing the property owner has granted Verizon permission to use the pole.
A second set of technical problems centered on device identification and heights. Board members found that the structural report lists the monopole at 96 feet while drawings and carrier centerlines show 97.6 to 98 feet, creating a mismatch the chair said must be reconciled because "the structural analysis is this pole can hold these things." Presenter representatives said they would provide clarified certifications, corrected drawings and supporting RF data.
The board also raised site-condition and safety concerns after an on-site inspection: fence heights vary on different sides of the compound, interior equipment and metal containers were not reflected on the plans, and the pole includes climbing spokes and platforms the chair said could create an "attractive nuisance." The presenter confirmed existing site lighting will not change: "No new lights are proposed," and agreed to supply more detailed photos, material specifications, and a clearer color/legend for plan sheets.
After the review the board voted unanimously to mark the 609 Sawmill River Road application incomplete and listed the required corrections: provide RF credentials and a reconciled RF report, supply an affidavit showing the pole owner authorizes Verizon (and clarify whether Global Signal/Crown/Crown Atlantic are the owner/operator), align addresses across all documents, reconcile antenna and pole heights in the structural analysis and drawings, provide a project profile and expected installation dates, clarify fence descriptions and concealment materials, and state "additionally insured" on the liability certificate.
The board separately reviewed the application for 313 Central Avenue, identified and resolved ownership-name discrepancies between the application and drawings during the meeting, and voted unanimously to accept that application as complete. The meeting adjourned at 6:16 p.m.
