Arcanum council notes Mathias property purchase, stadium easement and county-awarded road contract

The Village of Arcanum council met Jan. 27, 2026, and approved the minutes from its Jan. 13 meeting before hearing administrative reports that included a recent land purchase and an update on a county road project.
Marcus Ballinger, the village administrator and police chief, told council members the Mathias property — a 4.1-acre parcel — has been officially purchased and that a utility easement will be required around the village football stadium. Ballinger also reported that the County Commissioners signed off on awarding the South High Street Reconstruction Project to contractor Shinn Brothers and that the community will be notified when work is scheduled to begin.
The fiscal officer provided council members with the check registers, the December reconciliation and the year-to-date fund report; authorized expenditures covering the period Jan. 14–Jan. 27, 2026, were included in the packet. No formal action on those financial documents was recorded at the meeting.
Three items listed under old business — Ordinance 2026-01 (an ordinance addressing use of certain insurance proceeds for fire loss claims), Ordinance 2026-02 (establishing Fund 222 for the village) and Resolution 2026-01 (accepting a bid for lease of certain real estate, Exhibit A) — were on their second readings and remained under consideration; the council did not vote to adopt or reject them at this session.
Council Member Eric VanHoose moved to approve the Jan. 13, 2026 meeting minutes; Council Member David Hartley seconded. All present council members voted "yea," and the motion passed. Later in the session Council Member Hartley moved to adjourn, Council Member VanHoose seconded, and the meeting ended at 7:04 p.m.
Leisure committee meetings were announced for Feb. 3 and Feb. 17 at 6 p.m. No mayoral or solicitor reports requiring action were presented during the meeting. The council is scheduled to meet regularly; packet materials indicate staff-level follow-up for the property easement and coordination with the county regarding the South High Street project.
