Arcanum council adopts multiple ordinances, approves emergency fund transfer and exits executive session with no action

The Village of Arcanum Council on Feb. 10 adopted several measures and approved an emergency transfer of funds as part of routine business.

Council Member David Hartley moved to adopt Ordinance 2026-01, “An Ordinance Providing For Receipt Of Certain Insurance Proceeds In Fire Loss Claims As Security For The Cost Of Removal, Repair And Securing Of Fire Damaged Structures In The Village Of Arcanum, Ohio.” Council Member Jerry L. Boolman seconded; all five members present voted yea and the ordinance was adopted.

Hartley also moved to adopt Ordinance 2026-02, “An Ordinance Establishing Fund 222 Of The Village Of Arcanum, Darke County, Ohio.” Jerry L. Boolman seconded; the motion passed with all present voting yea.

The council adopted Resolution 2026-01, “A Resolution Accepting The Bid For The Lease Of Certain Real Estate,” on a motion by Hartley and second by Boolman; the measure passed unanimously among members present.

Later in the meeting Council Member Hartley moved to waive the three-reading rule for Ordinance 2026-04, an ordinance authorizing transfers of funds among village accounts as provided in the 2026 Annual Appropriations Ordinance; Council Member Eric VanHoose seconded and the waiver passed. The council then voted to adopt Ordinance 2026-04 and, by the same margin, to declare it an emergency. All votes recorded at the meeting were unanimous among the five members present (David Hartley, Eric VanHoose, Ryan Burns, Jerry L. Boolman and Chloe Price).

The council entered an executive session at 7:09 p.m. to discuss the possible sale or purchase of property and resumed public session at 7:36 p.m.; no action resulted from the executive session.

The meeting adjourned at 7:46 p.m.
