Red Hook Planning Board approves Rokeby Road mixed-use accessory structure; asks applicants for easement details and sets solar hearing

The Town of Red Hook Planning Board unanimously approved a Type II SEQR determination and a Special Use Permit for a 1,497-square-foot mixed-use accessory structure proposed at 230 Rokeby Road, after hearing from applicants Erik Schmidt and Sequoia Neiro and a neighboring property owner who asked about anticipated traffic for a massage studio on the site. The applicants told the board the studio would serve about 0–12 clients per week, with no more than two clients on a single day.
During old-business review, applicants Ralph Choinsky and Alison Link presented an updated lot-line alteration transferring roughly 13.1 acres between parcels on Budds Corners Road. The board discussed existing rights-of-way and asked the applicants to annotate recorded easements on their updated survey and to consult legal counsel to confirm access rights before the matter returns for final action.
In new business, a representative for Kasselman Solar LLC described a proposal to install a 29.48 kW roof-mounted photovoltaic array at 4 Toms Way. Planning consultant Ted Fink noted the parcel is adjacent to a National Historic Landmark District and lies within the Coastal Zone, meaning a coastal assessment form will be required. Board member Ariadne Montare moved to set a public hearing for June 15, 2026; the motion passed unanimously.
With no further business, the board adjourned. The next regular meeting will be Monday, June 15, 2026; the board reminded applicants of submission deadlines for new and continuing applications.
