The Energy Advisory Board on Nov. 1 voted to affirm findings from its Decarbonizing the Peak working group, endorsing a crosscutting recommendation that cutting peak electric and gas demand should guide the state's pathway to meeting decarbonization mandates.
The group's staff presenter told members that modeling by contractors (including E3) and coordination with ISO New England showed the same broad picture: while renewables and storage can replace a substantial portion of peaking capacity, the region will likely retain some dispatchable resources through midcentury. The presenter noted the governor's executive order target of 3.5 gigawatts of demand reduction by 2035 as a point of alignment.
Board members and stakeholders pressed for clarifications during a Q&A. Brad Campbell of the Conservation Law Foundation asked whether time-varying pricing and other demand-side measures were being captured. Jeremy from the Department of Public Utilities said the working-group work sets a helpful stage for regulatory follow-up. Representatives of case-study facilities emphasized interconnection barriers and site-specific constraints that affect what measures are feasible.
The board held a voice/hand vote and the facilitator recorded the proposal as approved, with several abstentions reported. The vote affirms findings and allows staff to move the working group into a recommendations phase and to fold follow-up analysis into the new Peak Energy Demand Reduction working group.
Members said next steps will include prioritizing interventions that avoid future infrastructure spend, clarifying emissions-accounting for alternative fuels, and keeping equity and community engagement front of mind for site-level planning.
The board's action does not itself adopt policy changes; it directs staff and the new working group to develop granular recommendations and next steps for the advisory board to review.
