Council adopts emergency budget amendment and approves routine procurement actions

Finance Director Dennis Kennedy presented Ordinance 2025-25, the third appropriation amendment of 2025, which he said would carry the remaining budgeted expenditures through year-end. Council voted to suspend the rules and pass the ordinance as an emergency.
Council also approved Resolution 2025-26 adopting the Cuyahoga County Solid Waste Management Plan (an EPA-required update) after Assistant Service Director Chuck Stemily read the recommending memo. Separately, City Engineer Brenda Mockbee received council approval to advertise bids for the 2025 pavement marking program and the 2025 street program, with bid openings scheduled for June 13 and an award planned for the June 16 council meeting.
These actions passed by roll call votes; council discussion noted that if members wanted more time to review the county waste plan they could request it before the August deadline for community resolutions.
