The mayor framed the proposal as a remedy for lengthy committee delays that, he said, had stalled needed staffing and operational changes. “We wanted to impose some discipline on ourselves ... If no action is taken by the committee within the above 40‑day period the committee referral shall automatically expire,” he told council.
Several councilmembers supported the goal of improving timeliness but raised practical concerns. Councilmember Christopher Cooney said 40 days could be tight given summer recesses and recommended mechanisms to account for scheduling constraints. Councilmember John Rach argued council — not the mayor — sets its legislative calendar and warned the rule could be used to push many mayoral items through quickly. Councilmember Winifred Weizer and others said they lacked prior notice that department reorganization was imminent and asked for greater communication between the administration and council.
The ordinance remained on first reading for further consideration; council did not vote on adoption at Monday's meeting.
