University Heights asks county to add two HAWK signals to Warrensville Center Road project

Council approved Resolution 2025-12 requesting Cuyahoga County proceed with resurfacing Warrensville Center Road and to include two HAWK pedestrian signals at Hillbrook and Traymore.
City Engineer Brenda Mockbee explained HAWK signals are pedestrian-activated devices that require motorists to stop when the signal is activated; the county asked the city to commit to including the HAWK signals in design so they could be included in the bid package. The city estimated each HAWK signal at roughly $125,000 and noted it had been awarded a NOACA safety grant of $251,000 to cover the two signals if bids remain within that amount. Council approved the resolution, voting unanimously.
Some councilmembers recalled earlier mid-block crossings on Warrensville that did not perform as intended; Mayor Brennan and engineering staff indicated the plan for these signals is to relocate crossings back to intersections rather than mid-block to improve safety and usage.
