Council approves preliminary CRA finding for John Carroll University redevelopment

Law Director Bradric Bryan outlined the procedural steps and said that, after notice to the school board and publication of exhibits, the full CRA agreement could be considered at the first council meeting in May. Jeremiah Swetel, Assistant Vice President of Facility and Auxiliary Services for John Carroll University, said the university values its partnership with University Heights and expects to break ground in May. Swetel estimated the annual tax abatement under the 50% proposal at about $106,000 per year; Council staff calculated that at 50% for 15 years the total abatement would approximate $1.5 million.
Councilmembers noted competing priorities. Councilmember Sheri Sax said she was conflicted because the CRA's purpose is to incentivize new development, while the city itself is considering large facility investments. Mayor Brennan highlighted the project's potential local economic benefits, including an estimated 35 full-time and 80 part-time jobs (about 75 full-time equivalents) and anticipated income tax revenue from retail tenants.
On a roll-call vote the motion passed with all members voting "aye." The administration and counsel will complete the notice and bring the full CRA agreement to council in May for final approval.
