Upton Select Board approves one-day liquor license, authorizes housing grant signatory and declares town truck surplus; moves to executive session
Summary
At its Jan. 20 meeting the Select Board unanimously approved a one-day wine-and-malt license for a March 19 fundraiser, authorized the Town Manager to sign the FY2026 Housing Choice Grant contract, declared a 2011 Chevy Silverado surplus for auction, and voted to enter executive session for contract negotiations with the Town Manager.
The Upton Select Board met on Jan. 20 and took several unanimous actions on routine and program items.
Liquor license: The board approved a one-day wine-and-malt license for the Blackstone Valley Vocational Regional School District’s Superintendent’s Gourmet Dinner fundraiser scheduled for March 19, 2026. Conditions for the approval included compliance with Alcoholic Beverages Control Commission regulations, town policy, police and fire approvals, and proof of liquor liability insurance. Member Maureen Dwinnell moved the motion under M.G.L. c.138 §14; the vote was recorded as unanimous.
Housing Choice Grant: LUIS Director Mike Antonnellis presented a request to authorize the Town Manager to sign the FY2026 Housing Choice Grant contract, which supports housing initiatives aligned with state goals. Member Brett Simas moved to authorize the Town Manager to execute the grant contract and take actions consistent with program guidelines; the board approved the motion unanimously.
Surplus vehicle: DPW Director Dennis Westgate recommended declaring a 2011 Chevrolet Silverado surplus following delivery of its replacement and suggested disposal via auction under M.G.L. c.30B §15. Member Maureen Dwinnell moved to declare the vehicle surplus; the board approved unanimously.
Executive session: The board voted to enter executive session under M.G.L. c.30A §21(a)(2) to conduct contract negotiations with the Town Manager, with the board stating an open meeting could harm bargaining position. Interim Town Manager Dennis Westgate recused himself from the executive session. The board did not return to open session.
Each of the votes in open session was recorded as unanimous in the meeting minutes.
