Council vacates paper alley for Dairy Queen expansion; zoning parking change set for further readings

On Sept. 3 the Orrville City Council approved Ordinance D24 to vacate a paper alley adjacent to the Dairy Queen property to allow the current owners (identified in discussion as Campbell Oil) to expand the Dairy Queen with double drive‑through lanes intended to reduce backups on High Street.
Safety Service Director Wheeler said the alley is a "paper alley" on the zoning map and is currently green space; the owners requested the vacation to use the property for an expanded drive‑through. The council moved to suspend the usual reading requirements and adopted the ordinance; members later approved a technical amendment to insert missing zeros in the listed parcel numbers to match the correct legal descriptions.
Separately, the council placed Ordinance E24 on first reading, a zoning-code amendment (chapter 1112, section 1112.07) that would change parking calculations for retail and eating/drinking establishments. Wheeler told council that a 2019 code revision unintentionally required parking be calculated on total square footage — including kitchens and storage — which increased required parking. Planning Commission recommended the change; Wheeler said Dairy Queen received a variance and is not affected now but future projects could be.
Because zoning amendments legally require three readings, council did not adopt Ordinance E24 that night. Staff said they will return with specific current and revised parking calculations for council consideration at later readings.
