Council approves paving and striping contract using remaining ODOT earmark

The Orville City Council on Sept. 16 approved Resolution 28-24 authorizing the safety service director to enter into a contract for paving and markings on a DARPM project. City staff said two bids were received and the low bidder came in at just under $400,000.
The speaker explained this work will be paid from remaining ODOT-allocated earmarked funds originally set aside as part of an earlier federal earmark project; because the funds are ODOT money, city staff said the contract and project must be routed through ODOT's approval process before construction can start. "We did have 2 bids submitted... The low bidder was... They did come in at just under, $400,000. And, again, this project is being completely funded through ODOT money," a staff member said.
A councilmember asked whether the money is one-time; staff replied the remaining earmark is what is being used and once spent it will not be replenished. Council suspended the three-day reading requirement and passed the resolution.
Next steps: staff will submit the bids and recommended award to ODOT for its review and approval and will return to council with any required documentation and timelines.
