The resolution authorizes the city to use an existing federal earmark and current-year budgetary encumbrances to fund the purchase order once counsel approves the legislation. Wheeler said the authorization would allow the contractor to schedule work this season and finish final painting in the spring, giving residents nearly a full next season of use. Council did not discuss alternative vendors at the meeting; Wheeler said he had discussed timing with Vasco and expected to finalize procurement paperwork after the meeting.
