Council authorizes consultant oversight contract for DARPM strengthening project funded by ODOT

The Orville City Council adopted Resolution 25-24 on Sept. 16 to allow the Board of Control to enter into one or more contracts without a bidding process for construction administration, administration and inspection services for the DARPM strengthening project with Omni Pro Services LLC.
Council members were told the Ohio Department of Transportation requires that, when the design work is produced in-house, construction administration and oversight must be provided by a separate consultant. "The Ohio Department of Transportation has a rule that if whoever does the design work is not also able to do the construction admin," a city speaker said, "Abby Wilson did the design work in house for us. We have to go out and get a consultant, to do the oversight of the project." The speaker also said the project is fully funded by ODOT so no city funds are required.
Council used an emergency suspension of the three-day reading requirement to expedite approval. The resolution was adopted as amended after roll-call confirmation that a majority supported the measure.
Next steps: staff will select and contract the consultant(s) to perform construction administration and inspection consistent with ODOT requirements. Because ODOT funds the project, ODOT will also review and approve the contract and project deliverables.
The council record indicates the action allows timely procurement to meet ODOT's process and schedule; the actual consultant contract and associated scopes will be reported back to the Board of Control and council according to standard procedures.
