Orrville approves emergency purchase of vacuum truck to speed utility work

Orrville — The City Council voted Oct. 7 to adopt Resolution 29-24, authorizing the Board of Control to enter an agreement to purchase a vacuum/hydro-excavation utility truck from Southeastern Equipment Company and declaring an emergency to expedite the acquisition.
Utilities Director Frederick told councilors the truck had been budgeted in the 2025 capital plan at about $600,000 but became available immediately when a prior buyer backed out of the assembly queue. He said buying the unit now would save roughly $50,000 compared with waiting and could shorten the city’s delivery timeline by more than a year. Frederick said the vehicle is larger than the unit originally planned (a 12-yard truck), will increase on-hand capability for wastewater and electric distribution crews, and may also serve the city’s street/stormwater teams.
Frederick said staff plan to present an appropriation change to the council if the purchase is approved. Council members asked timing and sizing questions; Frederick said the vendor can deliver this month and that staff can reschedule some planned projects to make the purchase work within the current fiscal plan.
The council moved and approved the resolution by roll-call vote. The city will return with appropriation paperwork and budget adjustments to reflect the early purchase and re-prioritized projects.
